Albuquerque Police Department Achieves Full Compliance with CASA

Congratulations to the Albuquerque Police Department (APD) for achieving full compliance with the Court Approved Settlement Agreement (CASA) issued in 2014.

The City faced challenges in completing use of force investigations promptly and effectively, leading to the implementation of an External Force Investigation Team (EFIT) in February 2021. The EFIT collaborated with APD to enhance the quality of Level 2 and 3 force investigations, address a backlog of unresolved incidents, and elevate the overall standard of APD's investigations.

Recently, the Monitor commended the Internal Affairs Force Division (IAFD) and EFIT for consistently producing industry-standard force investigations. The report highlighted a stable rate of use of force incidents over the past three reporting periods, significantly lower than levels observed three years ago. This achievement signifies a noteworthy milestone for APD in the ongoing litigation process.

I am honored to serve as the EFIT Administrator, working alongside Deputy Administrator William L. Hurlock to establish a dedicated team that supported APD in attaining full compliance with the Court Approved Settlement Agreement and the subsequent dismissal of CASA. Together, we contributed to the successful outcome and advancement of law enforcement standards in Albuquerque.
